Whether you let a single apartment, a house share or a larger block, the water system is part of the property you are responsible for. Legionella is rarely top of the list, but a few simple habits can make a real difference.

When rental properties are most at risk

  • Between tenancies, when water sits unused for days or weeks.
  • Holiday lets and short stays, where use is irregular.
  • Showers and taps used rarely, such as in a spare bathroom.
  • Hot water cylinders or tanks that are not heating or storing water properly.
  • Older systems with long pipe runs, dead ends or poor insulation.

Practical steps

  • Flush between tenancies. Run taps and showers for a sensible time before new tenants move in, keeping spray to a minimum.
  • Keep hot water hot and cold water cool. Your risk assessment can set targets for your system. See our guide on water temperatures.
  • Clean and descale showerheads routinely.
  • Remove unused pipework where safe to do so.
  • Inspect tanks. If the property has a cold water storage tank, check that it is covered, clean and in good condition.
  • Tell tenants what to do. Short, friendly guidance helps: run unused taps weekly, report problems, do not turn the hot water down too low.
  • Keep a simple record of checks, flushing and any repairs.

Your responsibilities

The rules that apply to a particular letting depend on how the property is used. Where you are an employer or manage premises that employees or others use, the Safety, Health and Welfare at Work Act 2005 expects you to manage risks to their health. For residential lettings, check the rules that apply to you or take advice. The HPSC guidelines are useful good-practice reference for any water system.
